Residents of the village are citizens of both the town and village. Town residents who live outside the village are citizens only of the town.

The Village Water & Waste Water Departments are a district and are set up under the law to be outside of the general tax base. They are "fee for service" paid by the consumers of water on the basis of a metered charge regulated by the Board of Trustees under the laws of the State of New York.

Village Water Department - Village of Rhinebeck

Rhinebeck water comes from surface water in the Hudson River and is pumped into a state-of-the-art water treatment plant owned and operated by the Village of Rhinebeck under the continuous supervision of the Dutchess County Department of Health and the New York State Health Department. Annual water reports are published and sent to all customers detailing extensive testing and compliance with Health Department Standards on a daily and cumulative reporting schedule.

Rhinebeck’s water has met all health standards for the past 10 years. Rhinebeck Village Water is certifiably clean and pure by NY State Health standards. Residents are billed by section on a quarterly basis. Senior discounts are available. Commercial accounts are billed monthly. Some town residents and commercial customers pay an allowable "out of district" fee as per New York State law.

Village Waste Water Department - Village of Rhinebeck

The waste water system for the village was built primarily for the densely populated business district and for some of the densely occupied residential units in the Village (Village Green, The Woods) as required by the New York State Health Department.

Some out-of-district customers, such as the Astor Gardens development and Stop and Shop, pay special fees in addition to the base charges. Waste water collection and processing is a special health protection and our facility is a 24/7 operation. Our operations are monitored by state and county departments of health and the New York Department of Environmental Conservation. We consistently stay in complete compliance with the requirements of the authorities. The waste water is a “fee for service” and the billing is done separately but in concurrence with the water billing.
